He was born on September 29, 1938. He studied at the Institute of Fine Arts “Cluj Napoca” in 1964. He is a cartoonist, illustrator, art teacher and member of United Artists of Romania. He debuted with his cartoons in 1954. He began his publishing activity in 1952 with “Ortiga”, “Llama”, “Tienda”, “Ateneo”, “Crónica”, “Contemporánea”, “Astra”, “Tomis”, “Estrella” , “Tribuna of Education”, “Viga”, “Silla”, “Loro”, “Teapa”, “Osten” (Macedonia), “Acrep” (Cyprus), “Jez” (Serbia), “Palante” (Cuba) ), “Pardon” (England), “Eulenspiegel”, “Berliner Kurier” (Germany), “Magazine” (Iran), “Euro Games & GAG” (France). He has written several cartoon books such as "101 Fables" 1974, "Black and White" (1975), “The Best of Constantin CIOSU” (2008), books from the "Liliput" collection printed by United Artists of Romania: 24 titles (1985-1989). He has also had several personal exhibitions in Bacau (1966-1999), Skopje (Macedonia) 1973, Iasi (1974), Galati (2003), Urziceni (2008), Braila (2009), Craiova (2010, 2013), Saint Just Le Martel (France) 2011 and had participations in group cartoon exhibitions in Bacau, Iasi, Suceava, Petrosani, Targu Mures, Braila, Galati, Focsani, Vaslui, Tulcea, Timisoara, Bucharest, Gura Humorului, Urziceni and Constanta. In addition, he participated in international cartoon exhibitions in Gabrovo, (Bulgaria), Ljubljana (Slovenia), Ancona, Tolentino, Bordighera, Pescara, Asti, Vercelli (Italy), Montreal (Canada), Istanbul, Ankara, Aksehir, Bursa (Turkey). ), Rhodes, (Greece), Knokke-Heist, Beringen, Kruishoutem (Belgium), Legnica, Varsaw (Poland), Tokyo (Japan), Daejeon (Korea), Tehran, Tabriz (Iran), Taipei (Taiwan), Kiev ( Ukraine), Porto (Portugal), Stuttgart (Germany) and Haifa (Israel). He was a member of the International Jury in Skopje (1976), Istanbul (2002), China (2003), Tehran (2006), Chisinau (2005). He has won 49 national awards and 103 international awards. Some of them are: First places: Skopje 1975 (Macedonia), Tolentino 1983 (Italy), Daejeon 1993 (Korea), Beringen 1995 (Belgium), Knokke-Heist 1996 (Belgium), Tehran 1996 (Iran), Nanjing 2003 (China), Presov 2004 ( Slovakia), Rhodes (Greece), Knokke-Heist 2005 (Belgium) and Syria 2008. Second places: Skopje 1974 (Macedonia), Vercelli 1977 (Italy), Ankara 1993 (Turkey), Knokke-Heist 1981 (Belgium), Seoul 1991 (Korea) and London 2008 (England).
